Ok after you have made your lilypie ticker, copy the code, then sign in to your blog, go to customize in the top right corner and it should go directly to layout. then click on HTML/Javascript edit and paste it in that section. you will probably have to get a mini ticker to put in that section. i don't think the big one will fit.
